"Trade Policy Review Guatemala 2009|

The objectives of this review are to contribute to improve adherence by all WTO members to rules, disciplines and commitments made under the Multilateral Trade Agreements and, where applicable, the Plurilateral Trade Agreements, and hence to the smoother functioning of the multilateral trading system, by achieving greater transparency in, and understanding of, the trade policies and practices of members. Under this review, the trade policies of all members are subject to periodic review. The four largest trading entities in terms of world market share, counting the European Communities as one, are reviewed every two years, the 16 next largest trading entities every four years, and other members every six years; a longer period may be fixed for least-developed countries. The second Trade Policy Review of Guatemala has allowed this Body to appraise in detail the evolution of its trade policies since 2002. Guatemala has continued to place trade liberalization at the core of its development strategy. It has adopted liberalization measures through concurrent multilateral, regional, and unilateral initiatives. The specific measures taken include streamlining customs procedure, further lowering of tariffs and the adoption of new government procurement and intellectual property right legislation. Partly as a result of these, trade and investment have expanded rapidly and, together with remittances from abroad, have continued to make a substantial contribution to the economy.
