There is no doubt that economic and socila develompent has become one of the most important agenda items for the global trading system.The importance of development has been demonstrated by the Doha Development Agenda (DDA) in the current round of multilaterqal trade negotiations in the World Trade Organization (WTO),the ""Doha Round"" The progress of the round has been interrupted and delayed on several occasions because of the considerablegap between developed-and developing country members` positions on trade and development issues.A key issu of the debate is whether the current regulatory framework for international trade,as represented by the legal diciplines of the WTO,server the development and trade interests of less developed economic.
