This is the first of two volumes of studies which have resulted from a project on ""Trade Policy and the Developing World"" supported by the Ford Foundation. This project was initiated in 1985 with three objectives in mind. The first was to organize a group of scholars from developing countries to work on the participation of developing countries in the trading system, with scholars to be chosen on the basis of their scholarly credentials as well as their degree of involvement in policy-related activities in their own countries. Having assembled this group, commissioned studies from each were to be used to draw together experience on global trade issues from these countries. Finally, the hope was that through the activities of this group it might bo possible to produce a final project report which would precent some fresh ideas for a policy audience on how developing countries should participate more broadly in the current GATT system, and more concretely in the Uruguay Round. Project activities began with an initial conference held in Oaxaca, Mexico, in July 1986. Participants in the project presented papers which summarized the structure of their own countries' protection, how this had been changing, and what their countries' objectives seemed to be in global trade policy reform, including negotiations in GATT, Papers from this conference appeared in 1987, published by CSIER, University of Western Ontario, London, Canada, in Dealing with the North. This contained eleven papers on different countries as well as a thematic overview, and summarized many of the countries' experiences which are taken further in the precent two volumes.
